Why We Invested
To assess viability of financing options for expanding transport modality
In 2017, Ulupono Initiative released the findings of its P3 Viability Assessment for the Honolulu Rail Transit Project. The comprehensive analysis was initiated to help the City and County of Honolulu, State of Hawaii, and the Honolulu Authority for Rapid Transportation (HART) determine whether potential alternative finance and delivery structures, such as Public-Private Partnerships (P3), could help bridge the funding gap and/or be leveraged to finalize the project in a timelier and more cost-effective manner.
Global infrastructure finance leader Jones Lang LaSalle conducted an assessment of potential alternative finance and delivery structures, such as P3, for the remaining elements of the Honolulu Area Rail Project.
How We Partnered
Underwriting of the study to document potential alternative finance and delivery structures
“Understanding new ways to deliver transportation projects is key. Public-private partnerships (P3s) have the potential to deliver important projects more cost-effectively with shared risks – leveraging the community vision in the Honolulu Rail Project, but using cost-effective and efficient approaches developed by the private sector.”
