Background

One of the challenges that plagues Hawaii farmers is the approval of a Conservation Plan, which puts them in compliance with local grading/grubbing ordinances and provides access to federal Farm Bill funds. Hawaii does not have enough qualified people to write conservation plans, and the current, handwritten application system is inefficient and outdated, which has often led to years of waiting.

To save time and money, the Oahu Resource Conservation and Development Council (RC&D) is developing an online interface for farmers to input much of their data for the application. The concept, tentatively called “Hawaii One,” would be similar to an online program already used in Idaho.

Oahu RC&D is an independent, non-profit entity that works to improve the quality of life by promoting sustainable communities through the management and conservation of natural resources, and the careful development of rural neighborhoods and businesses.

WHY WE INVESTED

Through the Ulupono donor-advised fund at the Hawaii Community Foundation, Ulupono Initiative supported Oahu RC&D’s efforts to train new conservation planners and coordinate stakeholders for the development of an online interface for Hawaii conservation plan applications. Ulupono values the contributions of small- and medium-sized farms to help grow more local food for local people and believes Oahu RC&D can make an important difference in solving Hawaii’s food production challenges by helping to increase financial access for small farmers and restore soil productivity.

Impact

  • Streamlines the approval process for Hawaii conservation plan applications for farmers
  • Helps to increase financial access for small farmers and restore soil productivity
  • Supports the training of new conservation planners
